The Criminal Roleplay Rules are set up due to the high amount of criminal roleplayers and in order to set limitations and somehow create a market. Money should flow and allowing only certain people to do specific actions can ensure that. We also aim to let people venture into new kinds of roleplay, which they didn't do before, sadly this has to be done by setting limitations, sometimes.
Please note that anyone performing a serious criminal action (vehicle theft, vehicle robbery, character robbery or anything of the same nature) must have 10 hours on their character.
You may not commit serious crimes on purpose in high profile areas without adequate law enforcement on duty. You may check if there is enough law enforcement by asking an administrator. This limitation, however, is not to be used as a "safe zone". If you are being chased by an attacker and run onto the steps of a police station, this does not mean they must suddenly stop all illegal activity. The following zones include all of their reasonable surrounding perimeters.
All restricted areas may have crimes purposefully committed on them such as robberies of banks with permission from the UAT.
Examples:
- Government Buildings such as City Hall, Memorials, Court Houses, Court Offices, and similar Facilities
- All Saints General Hospital, Hughes' Memorial Hospital, or similar Medical Facilities
- Police Department HQ and Precincts and Facilities
- Fire Department HQ & Facilities
- Los Santos Detention Center
- Banks
Safe zones/Green Zones are primarily the interior and/or the direct exterior of the building. If for example, you are across the way from the bank (which is considered a Restricted Area) this may not directly fall under the Green Zone (Restricted Area) rule. It boils down to how close you are to the premises. Just use common sense with this one - being directly outside of the bank may be considered a green zone but being on the sidewalk opposite the bank may not be a green zone directly. This boils down to window placement, district placement (higher class areas would be stricter with this rule for example - whereas lower class areas see crime all the time) and all general situational considerations.
Committing arson requires that an adequate number of emergency service employees are available to respond to the fire and must be approved by any administrator. All arson requires the owner of the property to be online when the request is made to administrators.
Note: It is assumed that all gas stations and government buildings have fire prevention systems.
Vehicles, small buildings without anyone inside, sheds, and similar places may be targeted with arson provided that there are at least two firefighters available.
Large buildings, buildings with people inside, forest fires, and similar places may be targeted with arson provided there are at least five firefighters available.
If planning to leave a character to starve to death, one must have a CK application accepted on the character. Otherwise there must be roleplay intended to free/feed the character.
If administrative intervention is necessary to complete a robbery or theft, such as unlocking a door that was kicked in, it must adhere to the following rules and needs administrative approval. If a door was left open for example and you just walked in, you do not need to follow the rules below or approval. An administrator is needed if property break-ins are done through the use of a door ram and you are not law enforcement. You need at least 1 PD member on duty to perform any form of property break in. Use /services to check how many PD members are on-duty.
If you are in a group of 4+ people, you need 3 or more PD members on duty and 2 administrations in-game to be able to supervise.
Property break-ins must be in the “Opened” state in the F2 Report Center to steal vehicles. Though, players can still report for property break-ins if the section is closed, admins don't need to actively accept or allow these break-ins if it is not open.
You may NOT rob / steal:
- If you have less than 10 hours on your character.
- Other characters with less than 5 hours.
- On-duty law enforcement officer's equipment without administrative permission.
- Faction badges or identification cards.
- Automated teller machine cards (unless the player agrees).
- Private custom skins (unless the player agrees).
- More than 13% from someone's bank account utilizing their stolen automated teller card (unless the player agrees).
- Property or vehicle keys (unless the player agrees).
Some pieces of property require Upper Administration Approval to break into. They are:
- Evidence Storage
- Ammunations
- Banks
All private residential property may be broken into and burglarized at any time regardless if the owner of the property is online or not… the only exception to this is when someone has logged out inside the interior. If people logs out inside of the property during the roleplay of the break-in or if they logged out after the report was made, the property can still be broken into. If the players have been logged out inside of the interior for more than 7 days, then the robbery can still occur. When the request is made at least two law enforcement officers must be available to respond. These types of properties can only be broken into once per day.
Commercial property such as storefronts, offices, businesses, etc, may be broken into and burglarized. At least two law enforcement must be available to respond. These types of properties can only be broken into once per day.
Since there is no owner for faction or government properties, only the requisite amount of law enforcement must be available. This also includes properties that have been rented by players, as they technically do not own the interior and is still owned by the State.
Law enforcement and emergency services personnel may enter properties without the owner needing to be online with a sufficient enough reason such as serving a search or arrest warrant, entering the property with exigent circumstances, performing a fire inspection, etc.
Unless otherwise specified, all safes in interiors are to be roleplayed as mid-tier household safes.
You may not player-kill someone just before, during, or directly after a petty robbery. This is to prevent abuse of the amnesia effect when normally violence would not be utilized. The exception to this is if someone shows disregard for their life or there is some other exigent circumstance such as police showing up and you shoot at them to prevent them tackling you if you try to escape.
Vehicle robbery means vehicles which are broken into and have the contents inside stolen. They do not require the owner to be online and are treated like faction or government property robberies, however, government vehicles require permission from UA to be broken into. At least two PD members must be online at the time of the report being accepted. Only one vehicle can be broken into once every 24 hours to prevent chain robberies. This can be overruled if the character(s)/faction is known for chain robberies of vehicles.

Vehicle theft refers to the act of taking and moving the vehicle in question.
Breaking any of the following rules will lead to punishment and/or roleplay surrounding the act voided.
- You need to have 10 hours played in order to perform any vehicle theft.
- You can only steal a maximum of 1 vehicle every 24h on your account. So only one character on your account can rob a vehicle, not every individual character.
- Vehicle thefts must be in the “Opened” state in the F2 Report Center to steal vehicles. Though, players can still report for vehicle thefts if the section is closed, admins don't need to actively accept or allow these thefts if it is not open.
- You must always /report prior to performing theft RP to have an admin supervise the RP. They will then leave an admin-note in the vehicle if the theft is successful. This is important so that the owner of the vehicle cannot later claim that the vehicle was never stolen and have it teleported back to them.
- When evading from the police an exception is made and you are allowed to take vehicles with the ENGINE ON without admin permission. When the chase is concluded you have to report to notify admins of the theft.
- If the player who was driving the vehicle timed out you may not steal the vehicle, an admin can check connection logs to determine if the player timed out. If a player who timed out has their vehicle returned to them, the handling admin will void your robbery roleplay if it ever took place.
- At least two PD members must be on duty at the time of the report being accepted.
- If vehicle keys are left in the ignition and you proceed to steal the vehicle; you must also report for an admin to leave a note on the vehicle so the owner cannot later then request the vehicle to be teleported back to them.
- Vehicles with the year 2004 or earlier can be hotwired… any vehicles after this date cannot be hotwired.
- Personal Custom Vehicles (modded vehicles) are not exempt from vehicle theft - however, by default, personal vehicle mods do have the highest tier security already installed FoC.

(Tow Truck Vehicle Thefts)
- Players can only use this method to steal 2 cars in a 3 day span, regular car thefts rules apply on this one too.
- Rest of the rules apply to regular vehicle theft, refer to Section 4.14 above. (minimum of 2 PD members on duty, etc…)
- There must be admin supervision to certify that the roleplay was done accordingly. Depending on the situation, a 911 call - can - be made throughout.

Vehicle chopping refers to the act of tearing apart a vehicle for parts and selling these parts. Basically the same as crushing a vehicle at the junkyard. This is not something that should happen regularly and requires valid reasoning.
Breaking any of the following rules will lead to punishment and/or roleplay surrounding the act voided.
- You need to have 15 hours played in order to perform any vehicle chopping.
- You must /report to have an admin review your request then supervise the RP if you have right to do it.
- You can only chop a maximum of 2 vehicles per week per account (so across every character in your account).
- After a vehicle is chopped the admin will then delete the said chopped vehicle as it would be completely destroyed and VM'ed.
- Roleplay of the chopping must be detailed and not rushed.

Goods from the trucking job regardless of section (firearms & ammunition, groceries, furniture, clothing). Cannot be stolen without administrative supervision. The following rules apply to each section;
-General Goods can be stolen with the supervision of an admin+.
-Food Items can be stolen with the supervision of an admin+.
-Clothing Items can be stolen with the supervision of an admin+.
-Tobacco Items can be stolen with the supervision of a senior+.
-Firearm items cannot be stolen without prior acceptance of Head Admins without sufficient reasoning. HAs will use a specific guide book for goods received.
-Ammunition items cannot be stolen without prior acceptance of Head Admins without sufficient reasoning. HAs will use a specific guide book for goods received.
Firearm & Ammunition Items include;
1. Components.
2. Fully assembled firearms.
3. Load-bearing parts.
4. Casings.
5. Gunpowders.
6. Attachments.
7. Bullet heads.
8. Bullets.
*(Essentially anything relating to a firearm falls under the aforementioned list.)
When robbing a truck, an admin will follow the guide book by rolling dice, whatever number the dice falls on will determine which category the robber receives as a reward (bearing in mind that firearms & ammunition or tobacco items is not present for admin+). *Please note that this is only if the truck in question is roleplayed by the admin due to you not having a friend or a plan on how to get specific items.
Trucking Goods Continued
Robberies can only occur if someone is driving a truck in question. Players cannot employ themselves with the Trucking Company to then purchase crates and then rob from themselves. This is technically a means of PG and allows you to get free reign of contraband items. Players can however employ a friend to do the job and then rob their friend. Please note that this must look like an accidental robbery so that your friend can keep their job after the fact. Continuous robberies with the same friend will end up getting them black-listed from the trucker's job.
If more than one (1) robbers were involved at the time of the incident then the robbery also counts against all robbers involved, meaning that they will also have to wait a week before they can rob a truck again.
Players can only rob a Trucking Vehicle once a week (1 time per week). Gun/Ammunition trucks can only be robbed once a month (1 time per month). The following criteria must be met for this to occur;
1. At least two (2) PD members online.
2. Robber in question must have at least ten (10) hours.
3. Player being robbed must have at least fifteen (15) hours.
4. Subject to common sense (yes, really this is a rule).
Trucking Goods Rewards
Rewards is what the player(s) receive at the end of the robbery providing they got away with the crime. Depending on the goods that were robbed they might be bouncing with joy or with frustration (not all robberies are fruitful).
At the end of the robbery if a player receives 10 t-shirts, 20 pairs of jeans, 15 pairs of shoes. 25% (20 percent) of each of their winnings is automatically VMed. This means that they automatically get a pay out for 3 t-shirts, 5 pairs jeans and 4 pairs shoes (the admin can round up to the next whole integer if it lands on .5^). The other 75% (75 percent) stays with the robber(s); allowing them to either keep the rewards, sell them to players or VM the rest of the merchandise themselves.
Q1: What if I only have one (1) of the item in question, you can't take 20% (20 percent) of one?
A1: You're right, so we allow the main robber to choose heads or tails. The supervisor of the scene will /flipcoin and if you lose then the item is VMed.
Q2: Don't I get to choose which trucks I rob? For example, if it is a tobacco or ammunition truck?
A2: No. If you are intent on robbing a tobacco or ammunition truck without the use of a friend, it boils down to pot luck.
Q3: Why is 25% (25 percent) automatically VMed?
A3: For a few reasons. One is so that the robbery doesn't get too many of x, y or z. The second reason is to give the robber a small amount of cash without having to VM the items themselves. This is a non-negotiable option, 25% will be VMed from a successful robbery.
Q4: Why can we only rob gun/ammunition trucks once a month?
A4: Why don't we just ban gun/ammunition truck robberies altogether and don't give it as an option to rob?

Using firearms should with the intent to injure/kill should not be your first action. In fact, firearms should be a last resort of usage. Do not draw your firearm just because you want to make a point, or because they “offended” you. Drawing firearms as a first resort is just silly and isn't what we aim for (no pun intended). We want you to allow roleplay to develop and flow without having the need to resort to your firearms all the time. The Last Resort rule is intended to help avoid silly shootouts with no development and/or roleplay. Last Resort is there to protect everyone and help ensure that proper roleplay is established. Players should not draw their firearm with the intent to shoot/kill someone over trivial reasoning. You should have proper roleplay reason to do so.
Situations such as intimidation where other means of intimidation could have been used would be considered as First Resort. Situations that could otherwise have been settled through the usage of other “justifiable” means would be considered as First Resort. Ask yourself, have you tried every viable option to avoid guns?
